<span style="font-size: large;"><span style="font-family: inherit;">We mentioned the UK hate preacher, Paul Shinners, who was <a href="http://killthebilluganda.blogspot.com/2014/06/paul-shinners-hate-video.html" target="_blank">filmed preaching in favour of killing gay people</a> (before the clause was removed from the bill). </span></span></div>

<span style="font-size: large;"><span style="font-family: inherit;"><br /></span></span></div>
<div style="text-align: justify;">
<span style="font-size: large;"><span style="font-family: inherit;">Despite claiming he had never been to Uganda, <a href="http://freethinker.co.uk/2014/06/27/finally-nailed-the-lying-paul-shinners/" target="_blank">when faced with the evidence</a>, his reaction was laughable:</span></span></div>

<br />
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">John Barrowman is one of the UK's best-loved gay celebrities. Glitter, glitz and entertainment are his trade, so it's hardly surprising to see him kissing at the Commonwealth Games.</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">What is mind-blowingly surprising is Uganda's reaction:</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<i><a href="http://www.gaystarnews.com/article/uganda-cwealth-games-coach-praises-john-barrowman-gay-kiss250714" target="_blank"><span style="font-family: inherit; font-size: large;">Uganda C’wealth Games coach praises John Barrowman gay kiss</span></a></i></div>

<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">She was quoted in The Times as saying: ‘Where we come from it is illegal to kiss a man, but here you can have it on the TV, right in front of the Queen. </span></blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">‘To me that is so great.’</span></blockquote>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Grace, you've just shot to the top of everyone's adoration list. What a brave, beautiful, and hope-inspiring thing to say. It becomes too easy from the media to believe that all Ugandans are hate-filled towards gay people. You are a shining example of why we must never generalise, and why the future of human rights in Uganda rests with the individual. We think you're pretty darn great yourself.</span></div>

</div>
<div style="text-align: justify;">
<span style="font-size: large;"><span style="font-family: inherit;"><br /></span></span></div>
<div style="text-align: justify;">
<span style="font-size: large;"><span style="font-family: inherit;">Why are we so surprised by this?</span></span></div>
<div style="text-align: justify;">
<span style="font-size: large;"><span style="font-family: inherit;"><br /></span></span></div>
<div style="text-align: justify;">
<span style="font-size: large;"><span style="font-family: inherit;">Because it was <a href="http://killthebilluganda.blogspot.com/2013/04/america-gives-green-light-to-rights.html" target="_blank">only last year</a> that the US Supreme Court was saying the exact opposite:</span></span></div>

<br /></div>
<div style="text-align: justify;">
<span style="font-size: large;"><span style="font-family: inherit;"><span style="font-size: large;"><span style="font-family: inherit;">Whilst we're onthe topic, a good article by Kevin Watkins: <a href="http://www.huffingtonpost.co.uk/kevin-watkins/lgbt-rights-africa_b_5590443.html?utm_hp_ref=uk" target="_blank"><i>Time to Act on LGBT Rights in Africa</i></a>, which advocates a change in approach by foreign countris:</span></span></span></span></div>

<blockquote class="tr_bq">
<span style="font-size: large;"><span style="font-family: inherit;"><br /></span></span>
<span style="font-size: large;"><span style="font-family: inherit;">While gay rights are advancing in the world's richest countries, across much of Africa they are in retreat. Homosexuality is illegal in 36 of the region's 55 countries. Lesbian, gay, bisexual or transgender (LGBT) people are being criminalized through draconian legislation. Gay Nigerians face up to 14 years in prison and their Ugandan counterparts face life. In a particularly ugly twist, Ugandan citizens are also required to report on 'gay suspects'...</span></span><br />
<span style="font-size: large;"><span style="font-family: inherit;"><br /></span></span>
<span style="font-size: large;"><span style="font-family: inherit;">Ultimately, civil rights struggles are fought through domestic politics. In Africa, as in Harvey Milk's America, the struggle for LGBT will be won by people forming broad alliances for changes. Western governments cannot deliver change. But they can do far more to support the people who can.</span></span></blockquote>
</div>
<div style="text-align: justify;">
<span style="font-size: large;"><span style="font-family: inherit;"><br /></span></span></div>

<span style="font-size: large;"><span style="font-family: inherit;">And, finally, food for thought: <a href="http://www.slate.com/blogs/outward/2014/07/03/don_t_blame_homophobia_on_colonialism_cultural_relativists.html" target="_blank"><i>Don’t Blame Yesterday’s Colonialism for Today’s Homophobia</i></a></span></span></div>

<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Holy Mother. Hands up who honestly thought we'd ever live to see this day?</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">After the trial was delayed not <a href="http://killthebilluganda.blogspot.com/2013/01/sam-lokodo-case-part-i.html" target="_blank">once</a>, not <a href="http://killthebilluganda.blogspot.com/2013/03/sam-lokodo-case-part-ii.html" target="_blank">twice</a>, not <a href="http://killthebilluganda.blogspot.com/2013/04/sam-lokodo-case-part-iii.html" target="_blank">thrice</a>, but <a href="http://killthebilluganda.blogspot.com/2013/05/sam-lokodo-case-part-iv.html" target="_blank">four</a> times, we just assumed it was never going to happen. </span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">But it has.</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">And the ruling is exactly as you'd expect:</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<i><a href="http://www.voanews.com/content/rights-group-says-ugandan-court-decision-violates-basic-freedoms/1955760.html" target="_blank"><span style="font-family: inherit; font-size: large;">Rights Group Says Ugandan Court Decision Violates Basic Freedoms</span></a></i></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Human Rights Watch has condemned a recent Ugandan court ruling against lesbian, gay, bisexual and transgender (LGBT) activists, whose workshop on rights advocacy was broken up two years ago by the government. HRW says the ruling is part of a pattern of intimidation of activists. </span></blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">In February 2012, Uganda’s Minister for Ethics and Integrity, Simon Lokodo, stormed into a human rights workshop run by gay and lesbian activists in Entebbe and shut it down. </span></blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">The organizers sued Lokodo, arguing that the workshop was intended to develop advocacy and leadership skills. But on Wednesday Uganda’s High Court ruled against the activists, saying Lokodo had acted in the public interest by protecting Ugandan moral standards.</span></blockquote>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Rights groups weren't the only ones saying it's unconstitutional. Credit where credit is due for <a href="http://killthebilluganda.blogspot.com/2014/03/fox-odoi-speaks-out.html" target="_blank">Ugandan MP Fox Odoi</a>. We dearly hope he still has a job, he's far too good for this parliament.</span><br />
<span style="font-family: inherit; font-size: large;"><br /></span>
<span style="font-family: inherit; font-size: large;">No doubt this ruling had an effect on the <a href="http://killthebilluganda.blogspot.com/2014/07/ban-on-lgbt-workshops.html" target="_blank">closure of LGBT workshops</a>.</span></div>

<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>

<span style="font-family: inherit; font-size: large;">The Ugandan High Court has endorsed the government closure of a lesbian, gay, bisexual and transgender (LGBT) rights workshop, saying that workshop participants were ‘promoting’ or ‘inciting’ same-sex acts. <div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Let's just <a href="http://killthebilluganda.blogspot.co.uk/2013/01/sam-lokodo-case-part-i.html" target="_blank">rewind in time to January 2013</a>. SMUG were suing the hilariously titled Minister for Ethics & Integrity for arresting people at an LGBT workshop, long before the law was passed. The point disputed was that every citizen has the constitutional right to assembly. Only, SMUG never got to take Lokodo to trial, because<a href="http://killthebilluganda.blogspot.com/2013/05/sam-lokodo-case-part-iv.html" target="_blank"> the judge delayed the case long enough</a> for the pending anti-gay bill to pass, criminalising gay people. And, of course, criminals don't have a right to assembly.</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>

<br />
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">A very interesting article. Perhaps the <a href="http://killthebilluganda.blogspot.com/2014/06/sam-kutesa-now-president-of-un-general.html" target="_blank">promotion of Sam Kutesa</a> is just the tip of an expanding iceberg:</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<i><a href="http://www.care2.com/causes/an-anti-gay-agenda-at-the-un-something-we-need-to-worry-about.html" target="_blank"><span style="font-family: inherit; font-size: large;">An Anti-Gay Agenda at the UN: Something We Need to Worry About?</span></a></i></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">The United Nations Human Rights Council has just voted on a resolution that, analysts believe, could be used to undermine LGBT rights. Is an emerging anti-gay presence in the UN something we should be concerned about? </span></blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">The resolution sounds innocuous enough. It commits the United Nations to recognizing “the family” as “the natural and fundamental group unit of society” which is “entitled to protection by society and the State” as well as discussing each member states obligations to those protections. </span></blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">The kicker here is who supported the resolution and how they framed it. Authored by Egypt and Sierra Leone and supported by nations like,Uganda and, most prominently, Russia, the resolution has been welcomed by religious conservatives across the globe as a measure that commits the UN to fighting for the “traditional family.”</span></blockquote>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Protection of 'the family' is indeed Scott Lively's favourite crusade term, and also the name of <a href="http://killthebilluganda.blogspot.com/2012/12/family-research-council.html" target="_blank">a very creepy anti-gay movement in the US</a>. </span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">The resolution may not just be toxic to LGBT rights, however. Religious conservative pro-life groups have also cheered its passing, with the so-called Society for the Protection of the Unborn of the UK saying in a statement that this resolution is “truly historic.” There is cause, then, to think that this resolution might be a foundation for furthering the anti-choice movement at the UN too.</span></blockquote>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Trust us when we say 'you <i>really </i>don't want to go down this route.'</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Oh, what's that? Too late? Yes, certainly is to salvage any shred of human rights credibility the UN still have... which, honestly, <a href="http://en.wikipedia.org/wiki/Emergency_Sex_and_Other_Desperate_Measures" target="_blank">has never been much</a>.</span></div>

<span style="font-family: inherit; font-size: large;">According to organizers of Ken's U.S. speaking engagements and media interviews, not only Ken himself but the entire organization he represents would be in grave danger if his identity were known to those opponents of LGBT rights back home in Kenya.</span></blockquote>

<blockquote class="tr_bq" style="clear: both; text-align: justify;">
<span style="font-family: inherit; font-size: large;">Since Ugandan president Yoweri Museveni signed the Anti-Homosexuality Act into law in February, virtually any Ugandan arriving at a refugee camp in Kenya is automatically assumed to be an LGBT person by other refugees, Ken says. The draconian law prescribes life in prison for many LGBT people and lengthy jail terms for anyone who "conspires" to commit homosexuality, or supports, houses, or affirms an LGBT person.</span></blockquote>
<blockquote class="tr_bq" style="clear: both; text-align: justify;">
<span style="font-family: inherit; font-size: large;">"The thinking is that Uganda is a relatively stable country for this region," says Ken. "The only reason to be a refugee from Uganda is because you are running away from the antigay law, because you are gay."</span></blockquote>
<blockquote class="tr_bq" style="clear: both; text-align: justify;">
<span style="font-family: inherit; font-size: large;">That assumption has led to acts of violence, deprivation of basic necessities, and the ostracizing of both LGBT and non-LGBT Ugandan refugees living inside Kenyan refugee camps.</span></blockquote>

<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">A busy week for speaking out. </span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">US Vice President Joe Biden made <a href="http://washington.cbslocal.com/2014/06/26/biden-gay-rights-the-civil-rights-issue-of-our-day/" target="_blank">a rousing speech</a> about the sanctity of human rights globally:</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">“I don’t care what your culture is,” Biden told about 100 guests at the Naval Observatory’s vice presidential mansion, The Associated Press reports. “Inhumanity is inhumanity is inhumanity. Prejudice is prejudice is prejudice.” </span></blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Biden said that nations which fail to protect LGBT people have a “price to pay for being inhumane.” Biden agreed with White House National Security Adviser Susan Rice’s comments earlier this week that global discrimination against gays is a cricitical international human rights issue at the top of the U.S. priority list. </span></blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">“Governments are responsible for protecting the rights of all citizens, and it is incumbent upon the state, and on each of us, to foster tolerance and to reverse the tide of discrimination,” Rice said earlier on Tuesday. “To achieve lasting global change, we need everyone’s shoulder at the wheel; With more voices to enrich and amplify the message — the message that gay rights are straight-up human rights — we can open more minds.”</span></blockquote>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">And, following in the <a href="http://killthebilluganda.blogspot.com/2013/07/elton-john-slates-ahb.html" target="_blank">footsteps of Elton John</a>, REM lead singer Michael Stipe added his voice to the mix by <a href="http://www.mtv.com/news/1855156/watch-r-e-m-s-michael-stipes-emotional-speech-honoring-ugandan-lgbt-leader/" target="_blank">releasing a video prasing LGBT Ugandans</a> for their courage.</span></div>

<span style="font-family: inherit; font-size: large;"><br /></span>
<span style="font-family: inherit; font-size: large;">This is <a href="http://killthebilluganda.blogspot.com/search?q=paul+shinners" target="_blank">Paul Shinners</a>, a UK preacher and head of <a href="http://www.passionforsouls.org.uk/" target="_blank">a charity </a>(No.1131321) that the <a href="http://www.charitycommission.gov.uk/" target="_blank">Charity Commission of England & Wales </a>pointedly refused to investigate.</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">He is making a hate speech in favour of the Kill the Gays Bill back in 2012, having claimed that he had never been to Uganda. He is most probably using publicly donated funds from his charity to pay for this trip, headlining alongside lead Kill the Gays supporter (the death penalty clause had not been removed by this point) David Kiganda.</span></div>
<br />
<br />

<br />
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">When alerted to Paul Shinners' actions, the Charity Commission took <b><i>over one year</i></b> to respond to an enquiry, and only then to say:</span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<blockquote class="tr_bq" style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Following your concerns raised with the Commission in January 2013 about the charity’s trustee, Mr Shinners, the Charity Commission contacted him requesting an explanation of how his attendance at the event in Uganda to which you refer was in pursuit of charitable purposes. Mr Shinners explained why his attendance at the event was appropriate charitable activity, vigorously denied making any homophobic statements and took steps to make this publicly known.</span></blockquote>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">Well, that's alright then Charity Commission... </span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;">We renew our calls for Paul Shinners to be struck off as a Charity Trustee in the United Kingdom, and for the Charity Commission of England & Wales to start an immediate investigation into Passion for Souls Ministries, explaining how this is a charitable use of money: <a href="https://twitter.com/ChtyCommission" target="_blank">@ChtyCommission</a></span></div>

<span style="font-family: inherit; font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: inherit; font-size: large;"><br /></span></div>
